We are currently seeking a Fully Qualified Validator to support operations in Norfolk, VA. This is a full-time position requiring an active DoD Top Secret clearance.
This position is contingent upon contract award with an expected award date of March 2026.
What You’ll Do
- Serve as an advanced-level Security Control Assessor (Work Role 612) in alignment with the DoD Cyber Workforce Framework (DCWF).
- Conduct independent validations of IT systems in accordance with RMF, NIST, and Navy cybersecurity standards.
- Develop and maintain full RMF A&A packages (SSPs, POA&Ms, Privacy Impact Assessments, etc.) using eMASS and DADMS.
- Perform security assessment testing, vulnerability analysis (e.g., ACAS), and ensure control compliance across OPTEVFOR systems and infrastructure.
- Collaborate directly with OPTEVFOR’s Information System Security Manager (ISSM), ISSEs, and other stakeholders to maintain system compliance.
- Support validation of Red Team toolsets and OT&E infrastructure and ensure continuous adherence to evolving Navy security requirements.
- Ensure all assessments meet the standards outlined in the RMF Process Guide series and provide technical guidance to cyber team members as needed.
What You’ll Bring
Required Qualifications:
Education & Experience:
Minimum 8 years’ experience as an NQV.
Technical Expertise:
Proficiency in Enterprise Mission Assurance Support Service (eMASS) and DoD Application and Database Management System (DADMS), along with a thorough understanding of National Institute of Standards and Technology (NIST) controls
- Strong working knowledge of DoD and DoN RMF policy, ATO/ATC packages, and security compliance artifacts.
Certifications:
- Must have a current and active DoD TS security clearance with the ability to obtain a SCI clearance.
Proficient with modern IT tools and infrastructure technologies
Preferred (Nice to Have):
- Current or former Navy Qualified Validator status preferred
- Certification under DoD 8570 (e.g., CISSP, CAP, GSLC, Security+)
- Experience supporting Navy RMF packages and cybersecurity assessments for DON enclaves
- Familiarity with vulnerability scanning tools (ACAS, Nessus) and STIG implementation
- Understanding of DCWF Work Role 612 (Security Control Assessor – Advanced)
Travel & Passport
Some overnight stays possible.
Work Environment
Compliance with vaccination and medical requirements for TDY/OCONUS roles as per Vaccine Recommendations by AOR | Health.mil.
Office setting:
Primarily an office-based role in Norfolk, VA
Standard desk/computer work with flexibility for walking and movement on site
Must be able to work in an office environment, sitting at a desk, looking at a computer for most of the workday.
Work is physically comfortable; the employee has discretion about sitting, walking, standing, etc.
May be required to travel short distances to offices/conference rooms and buildings on site.
