Cambridge International Systems, Inc. has a full-time Project Management Lead opportunity available based in Moehringen, Germany. Qualified candidates for this job must possess a current DoD Secret security clearance and meet TESA accreditation requirements.  ***TESA Certification allows employees the to be tax exempt for both Germany and US, in addition to other great perks***

ROLE RESPONSIBILTIES

  • Establish and Lead the PMO:
    • Develop and implement a PMO strategy that aligns with the organization's goals and objectives.
    •  Build and manage a high-performing PMO team.
    •  Foster a culture of project management excellence within the organization 
  • ​Project Management Standards and Processes:
    • Develop, maintain, and enforce project management standards, processes, and procedures.
    • Ensure compliance with industry best practices and methodologies (e.g., Agile, Waterfall, Hybrid).
    • Collaborate with stakeholders to identify and prioritize process improvement.
  • Project Governance:
    • Develop and manage project governance frameworks, including project initiation, planning, execution, monitoring and control, and closure.
    • Ensure project stakeholders are informed and engaged throughout the project lifecycle. 
  • Project Portfolio Management:
    • Develop and maintain a project portfolio management framework to ensure alignment with organizational goals and objectives.
    • Collaborate with stakeholders to prioritize projects and allocate resource
  • Project Monitoring and Control:
    • Develop and implement project monitoring and control processes to ensure projects are delivered on time, with budget, and to the required quality standards.
    • Identify and mitigate project risks, issues, and dependence.
  • Reporting and Analytics:
    • Develop and maintain project management dashboards and reports to provide insights into project performance.
    • Analyze project data to identify trends, opportunities for improvement, and best practices.
  • Stakeholder Management:
    • Collaborate with stakeholders, including project sponsors, customers, and team members.
    • Communicate project status, issues, and risks to stakeholders.
  • Training and Development:
    • Develop and deliver project management training programs to enhance skills and knowledge across the organization.
    • Mentor and coach project managers to improve their skills and competence.
    • PMO Optimization and Transformation.
    • Develop and implement a PMO optimization strategy to improve efficiency, effectiveness, and value.
    • Lead PMO transformation initiatives to align with changing business needs.
    • Identify and implement best practices in PMO operations, including process improvements, tool implementation and organizational design.
    • Design, implement, and maintain identity and access management (IAM) systems, including authentication, authorization, and accounting (AAA) protocols.
    • Develop and implement identity management strategies and policies to ensure compliance with regulatory requirements and industry best practices, including those related to secure military environments and cloud computing.
    • Collaborate with cross-functional teams to design and deploy IAM solutions that meet business requirements and security standards, including those related to classified networks and systems.
    • Conduct risk assessments and vulnerability testing to identify and mitigate potential security threats to identity systems.
    • Develop and maintain documentation for IAM systems, including system architecture, configuration, and troubleshooting guides.
    • Stay up-to-date with emerging trends and technologies in the IAM space and make recommendations for future system enhancements and upgrades.
    • Collaborate with security teams to ensure that IAM systems are aligned with organizational security policies and procedures, including those related to secure military environments and cloud computing.
Required QUALIFICATIONS
  • Bachelor’s degree in project management, business administration, or a related field. Master's degree in Project Management or a related field is preferred.
  • Project Management Professional (PMP) certification is required. Agile certifications are desired.
  • Minimum 10 years of experience in project management, with at least 5 years in a PMO leadership role. Proven experience in PMO optimization and transformation, including: PMO assessments and maturity evaluation; process improvements and re-engineering; tool implementations and integration; organizational design and restructuring.
  • Experience in a similar industry or sector is desirable.
  • Skills: strong project management knowledge and expertise; excellent leadership, communication and collaboration skills; strategic thinking and problem-solving skills; able to work in a fast-paced environment and prioritize tasks effectively; strong analytical and reporting skills; and proficient in project management tools and software (i.e. MS Project, Jira, Asana).
  • Must possess an active Secret security clearance.
  • Must be proficient in using different technologies such as computers and other tools and systems pertinent to the position.
DESIRED QUALIFICATIONS
  • Experience with project management methodologies: Agile, Waterfall, Hybrid.
  • Knowledge of project management frameworks: PMBOK, PRINCE2, ITIL.
  • Experience with project management tools and software: MS Project, Jira, Asana, Trello
  • Certifications in related fields: ITIL, Six Sigma, Scrum
  • Experience with PMO metrics and benchmarking: PMO performance metrics, benchmarking, and industry comparisons.
TRAVEL REQUIREMENTS
  • Ability to travel up to 10%.  In some occasions, overnight travel may be required.
  • Active Passport in support of OCONUS travel and/or living requirements.
PHYSICAL ENVIRONMENT AND WORKING CONDITIONS
  • Cambridge International Systems complies with Temporary Duty Station (TDY)/Outside Continental United States (OCONUS) vaccination requirements.  If this position requires OCONUS travel (listed above), Vaccine Recommendations by AOR | Health.mil lists applicable current vaccination requirements by location.
Office setting:
  • Must be able to work in an office environment, sitting at a desk, looking at a computer for most of the workday.
  • Work is physically comfortable; the employee has discretion about sitting, walking, standing, etc.
  • May be required to travel short distances to offices/conference rooms and buildings on site.
